The South African Prisoners Organization for Human Rights has called on the government to legalize cell phones in prisons, saying that most of the country’s estimated 140,000 inmates already have access to these banned devices in some way.
Miles Bhudu of the organization says they believe prison guards are smuggling cell phones into prisons to sell to inmates.
